Principal Commercial Officer

For the management and administration of a high profile space project supporting the Commercial Manager. Development into FOC Bidding activities and follow-on involvement in the subsequent contract negotiations, contract and related sub-contracts, with assistance as necessary.

Involvement in the subcontractor selection process including negotiation of sub-contracts. To lead or support the preparation of bids, agreements, contracts based on Company standards in line with the overall EU vet approvals and where specified, business strategy. Undertaking commercial activities in line with company policy and procedures.
Ability to travel essential.

Qualifications and/or Skills
Desirable:
Business, law or Engineering Degree

Previous Experience
Essential:
Experience in Commercial, Contracts and/or Procurement function. Bid preparation experience.

Desirable:
Contract management of large contracts with a number of subcontractors.

Specific Responsibilities:-
Reporting to the Project Commercial Manager:
The preparation of quotations and commercial proposals for bids submitted by the Business Unit, including preparation of appropriate corporate UK Terms and Conditions and/or review of customers' contract conditions.
Liaison with departments including Marketing/Engineering/Finance/Treasury/Legal and, where necessary other corporate business directorates, to ensure consistency of the Commercial Proposal with the overall bid, and the relevant Business approvals.
Ability to sign CNs/contracts/subcontracts/Purchase Orders under normal contract approval process.
Co-ordinate where appropriate subcontractor selection process and evaluate. Where design and development form part of a subcontract, prepare subcontracts, which reflect the prime contract obligations and undertakings and with project engineering negotiate and implement such subcontracts within vetted approvals. Administer such subcontracts as necessary.
Ensure that any special commercial arrangements associated with a bid, such as finance facilities, insurance cover, are in place prior to bid submission.
Commercial input to vet documents and checking that all the necessary management approvals have been obtained prior to quoting.
Lead negotiations with the customer on medium to large deals. Assist Commercial Manager with larger negotiations as appropriate.
Preparation for approval by the Commercial manager of commercial Agreements, including Consortium, Collaboration, Confidentiality, Joint Venture, Manufacturing, Software Licensing and Marketing, in accordance with company instructions and standards.
On receipt of contract, undertake a review, negotiation and acceptance of Order/Contract.
Subsequently release authorisation and dissemination of information to enable work to commence.
The administration of nominated contracts to ensure that all Terms and Conditions are being complied with and any situation likely to represent a risk to the Business is dealt with and managed or highlighted to the Commercial Manager.
Adherence to all Earth Observation Navigation & Science commercial procedures and maintenance of all contract related records.

Successful candidates will be required to be security cleared prior to appointment.
