The Minister for Tranpsort, Noel Dempsey has written to the Aviation Regulator Cathal Guiomard, directing that the passenger handling fee for Dublin Airport be set in such a manner as will allow the Dublin Airport Authority (DAA) recoup the capital investment program which includes the construction of T2.
