Buildings in the way prevented the Congonhas airport runway being extended

The runway at Congonhas airport has been criticised by the country's own aviation authority. Surely they have the power to do something about it otherwise what is the point of the body?

Also I'd read that the reason that the runway couldn't be extended is because it is surrounded by buildings. So why haven't they pulled a few buildings down? 

Usually when buildings are demolished people are told about it and obviously told not to come into work that day! Surely this a small price to pay for the safety of air travellers and people living and working near the airport?

Any townplanners around willing to offer a view?

I wish I could fly.....
