Why wait for a C130 flight test?

It is remarkable that a fully assembled aircraft cannot go direct to flight test with a "0"-load software. During flight testing as data devellops you release new approved software loads and work your way to certification and meeting all customer requirements and simple logic. To redisgn a whole C130 to get this data is stupid as you most likely cannot safely fly the whole engine envelope on a C-130. Airbus should ask Dassault flight test department to finish the work if they are so stuck in politics and keeping to the original ideas that was not so well tought of. The A400M on the C130 is maybe a later business possibility with 4 of these it would really make poossible a last stretch of the C-130.
