I thought that Airbus already had such an end-of-life program up and running; a project called Pamela, supported by a dismantling / recycling facility located in Tarbes ( southern France ).
Synergies can certainly be created to network existing initiatives and create new ones ... in world regions that may not be yet sensitive to this end-of-life aspect of an aircraft life cycle.
