 ...But the big question is - will the winglets enable Cessna to increase the max cruise from .92 to .926, to reclaim the "Fastest" title from the Gulfstream G650?

The G650 hasnt flown yet so the Citation X still holds that title. Also the Citation X supposedly reached Mach 1 during its testing stage!
