Judging from the map on the large screen and the picture on the right screen, this is mission control for a Soviet/Russian manned spaceflight.

 Judging by the clothes and hairstyles of the controllers, the picture was taken sometime between 1960 and last Tuesday.

I think they are monitoring an unmanned Progress mission, as the right screen reads "Transportnyi Korabl" (Transport Ship).

This image shows Russia's mission control in Moscow during the link-up, at 23.02h local time on 8 June 1979, between automatic freight ship Progress-6 and the space station Salyut-6, which was already docked with Soyuz-32.
