Well, it's either some URV designed to protect Salmon from Mauve Stinger Jellyfish,

or

a development of the shipboard close-in defence system 'Goalkeeper', commisioned by the English FA. Despite high development costs, it is believed to be a saving on future national team manager pay-offs.

Is there anybody out there?

This image shows the successfull laboratory flight test conducted on 24 April 1989 of the Stategic Defense Inititaive Organisaton's space based kinetic energy interceptor technology prototype built by Rocketdyne and flown at Edwards Air Force Base, California. The test with the 45.4kg (100lb) vehicle demonstrated stability and flew at 30ft (9.15m) with a 450millisecond pulse from its 335lb-thrust (1.49kN) liquid rocket engine. The vehicle had four such engines.
