Ok ..... this is the so called K-10 design (aka ABR or Aeroballistic Rocket), an evolution of the SSTO concept before the definitive X-33 Venture Star project.
Its a concept sketch from "Star Trek IV - The Voyage Home" for the giant space whale probe.

This image from 1994 shows the Lockheed Skunk Works concept for a 30.5m (100ft)-long reusable aeroballistic rocket that is a wingless lifting body. A linear aerospike engine fueled by more than a 454,000kg (1,000,000lb) of liquid oxygen and liquid hydorgen would enable the vehicle to lift up to 18,100kg of payload into low Earth orbit. Like the Space Shuttle Lockheed's optionally manned rocket would glide back to Earth and land on a runway.
