i think its an ariane 44LP booster at the Dfve Lee Roth Research Facility in Germany

Ariane 4 first liquid strap-on booster (PAL) being erected in "Prufstand 4" at DFVLR (now DLR) Lampoldshausen rocket test facilility during 1985 winter, in preparation for the first hot-fire test of April 25.
