Built by Arrow Aircraft of Leeds, the Active's intended use was by the military, however a purchase by an armed force never came to fruition. This is one of only two such aircraft built, with the prototype Arrow I being lost to fire. The Arrow Active 2 was built with a slightly more powerful Gipsy III engine and has survived to this day having been owned by the Shuttleworth Collection before coming to reside at Breighton with the Real Aeroplane Company.
