Chronic lack of investment in all aspects of communications, navigation, surveillance, air traffic management and airports is at the base of Brazil's problems, says IATA. The association's report calls upon the Brazilian government to invest federal funds in improvements to ATC, airports, and to boost the recruitment and training of sufficient expert staff. The association points out that Brazil is expected to fail to meet the ICAO standard for proficiency in ATC English voice communication that comes into effect next year. At present ATC is run by the Brazilian military, but the government is reviewing whether the service should become a civilian one, IATA reports.
