Anyone know what those two downward-deflected control surfaces are? I would have called them "inboard ailerons" but they're both deflected down at the same time. Flaps and ailerons are all in retracted/neutral positions.

I am amazed watching this video how remarkably thin the empennage surfaces are on the 787. The jetliner I most often fly, the 737, has tail surfaces that seem almost as thick as they are wide -- not so much the blade of a butter knife as the handle. But this bird has the sharpest rapier blades...very pretty!

Those control surfaces are the flaperons. They both droop to act as flaps depending on the flap detent, and they deflect up and down to act as ailerons. At higher speeds the ailerons will be not move and the flaperon (and spoilers) will be used for roll manoeuvres.
They are drooped now because they are hydraulically actuated, so there is no hydraulic pressure to keep them up.
