Green Dart's back (but still classified)

The purpose of the semi-classified Green Dart payload remains a mystery, but I now know that it's a) operational, and b) deployed to both Iraq and Afghanistan. Thank you, random army solicitation document.

I first mentioned Green Dart on this blog here, and followed up here, here and here.

There is currently a story running on the Janes International Defence Review website regarding the US Army's TF-ODIN (Task Force - Observe Detect Identify Neutralise) counter-IED and associated ISR equipment. Doesn't mention Green Dart specifically, but from what you've described it sounds like it would fit the bill.

A quick look at the solicitation suggests the cost plus FF contract is for a "pay load" CLS effort. But it does say in support of OIF/OEF which tends to support the TF-ODIN idea in an earlier comment.
