It looks like a layer of altostratus mixed with altocumulus. The clouds towards the bottom of the picture (the wavy ones) appear to be affected by mountains of hills, and resemble altocumulus lenticularis a bit. Hard to say what weather would be occuring in the sky though. Would need to see the data from a weather balloon, combned with observations from the ground :)
