Leads the Company Drug and Alcohol Free Workplace Program, including both regulatory programs (FAA, FMCSA and NASA), and a company policy program. Establishes Company Drug Free Workplace (DFW) policies and procedures in compliance with applicable laws, regulations, and interpretation of company policies. Provides technical oversight, consulting, and expertise for regulatory DFW issues, including identification of covered employees, random pool and follow-up program administration and program compliance. Acts as Designated Employer Representative (DER) authorized by the Company to take immediate action(s) to remove employees from safety-sensitive duties or cause employees to be removed from these covered duties, and to make required decisions in the testing and evaluation processes. Receives test results, makes referrals of employees to Providers or Substance Abuse Professionals as required, and removes employees from duty on a temporary or permanent basis as required by regulations or policy requirements and take appropriate action in the case of positive, refusals, and adulterated or substituted tests. Serves as an enterprise subject matter expert to ensure adherence to regulations and company policy. Interfaces with regulatory agencies and supports audit, disclosure, and information requests and requirements. Responds to government agency inquiries, inspection actions and reporting requirements. Ensures that mandated statistical reporting meets regulatory requirements. Supports labor relations and legal reviews and provides technical support for company responses required around drug testing issues. Assists with Pre-employment verification process for other employers, and obtain drug/alcohol test records from previous employers when indicated. Prepares and maintain all documentation required for actions taken as Designated Employer Representative in accordance with regulations and company policy. Oversees random selection and testing protocols, and selection of drug testing sites. Establishes and assists with audit and review processes for the program to ensure regulatory compliance. Develops educational materials and training courses to meet regulatory requirements, and makes presentations to internal and external groups. Assists with drug testing issues associated with acquisitions, mergers, and divestitures. Coordinates, evaluates, and monitors work performed by vendors and program participants, including subcontract management and site visits as indicated.

Other Job related information
Minimum of 5 years as a company Designated Employer Representative preferred. Experience managing a regulatory drug testing program strongly preferred. Must be knowledgeable about DOT, DOD, NASA, Federal, and State requirements, regulations, and industry best practices as applicable to drug testing. Must have outstanding written and verbal communications skills. Must possess knowledge and ability to establish processes and procedures, monitor, and verify compliance by other program participants, including Collectors, Medical Review Officers, Drug Testing Laboratories, Third Party Administrators, and Substance Abuse Professionals. Provide consultation, direction, and guidance to ensure compliance with this procedure to all sites. Understand training and certification requirements, definitions of covered employees and return to duty requirements. Must be able to handle confidential and sensitive issues in accordance with regulations and policies. Maintains availability, including being on call as required to support the enterprise SME (Subject Matter Expert) and DER ( Designated Employee Representative) functions, which may require work outside of usual business hours and some intermittent business travel.
