Identifies and coordinates with functions involved in implementing the statement of work for highly complex or sensitive proposals. Identifies significant cost drivers, provides risk and benefit alternatives, determines best estimate approach, preparing basis of estimate. Independently prepares estimates and risk assessments. Prepares make/buy financial analysis and target cost/cost trades. Prepares and reviews presentation package and supports estimate during review or fact finding. Leads highly complex new business proposals. Evaluates high value, highly complex customer proposal requirements and determines pricing by applying appropriate pricing methods, conducting analyses and developing and monitoring pricing instructions. Reviews estimates, terms, conditions, ground rules and assumptions for consistency and impact. Applies rates and factors to cost elements and assembles proposals by integrating appropriate documentation. Provides guidance on fee strategy and pricing and reviews proposals with management. Supports fact-finding, negotiation and post-award audit activities. Develops estimating and pricing methodologies ranging from simple relationships to complex cost models. Develops and maintains effective internal controls to ensure compliance. Develops and revises estimating and pricing policies, identifies pricing system issues and provides expert assistance for problem resolution. Develops and delivers estimating and pricing system training. Develops new estimating and pricing system tools. Designs and conducts internal control audits. Identifies and develops industry and program database requirements and maintains a library of historical data for use by estimators. Develops unique rates, factors and pricing based on business plan data and emerging business requirements that impact long-term business goals. Leads the development of highly complex business alternatives affecting future cash flow, earnings, market share and competitiveness. Serves as a consultant and leader within and outside of own business unit. Works under consultative direction.

Advanced/expert knowledge in estimating techniques and relationships used in practical application (e.g. cost models, cost estimating relationships, parametric models).

 Finance Integration Knowledge
Extensive knowledge of Finance disciplines and tasks performed by various Boeing Finance processes and the interaction between departments/disciplines and how their products and processes are used by and affect one another. Shares advanced expertise to accomplish wide range of business objectives.

 Proposal Processes
Advanced, expert knowledge of government, company, and local policies, procedures, and regulations (e.g., Estimating system manual, FAR, DFAR, TINA, ITAR, Procurement integrity, Export Compliance) relating to the development of cost proposals. Advanced, expert knowledge of proposal, accounting, and rate development (common systems). Advanced, expert knowledge of audit, fact-finding, and negotiation processes (e.g., self audit, internal audit, government audit, effective negotiation) and how they affect the proposal process.

Typical Education/Experience

 

Bachelor's degree and typically 15 or more years' related work experience, a Master's degree and typically 13 or more years' related work experience or an equivalent combination of education and experience.
