Policy Manager Defence - Stevenage UK
Extremely well respected in the Defence industry our client is a world-leading missile and missile systems manufacturer with operations in France, Germany, Italy and Britain, over 10,000 employees and an annual turnover of over €3 bn.
Formed following a merger of the 3 main missile producers in Europe our client has benefited the combined experience gained from fifty years of technological and operational success.
Working with nearly 100 armed forces worldwide our client is the only Group capable of designing and producing missiles and missile systems to meet the whole range of current and future operational requirements for the three armed forces (army, navy, air force). Overall, the Group offers a range of 45 products in service and another 15 in development.
Positioned at the heart of the European defence sector as well as establishing cooperative transatlantic links with the principal groups in the US defence industry our client has demonstrated its ability to bring together the best skills across the whole of Europe, and has succeeded in becoming the prime contractor for a series of strategic multi-national programmes.
Role Purpose:
To develop, deliver, maintain and support Industrial Policy and Supplier Market Intelligence required for defining and driving Industrial Make or Buy Policy, reducing risks associated to selection of new entrants, contributing to company overall strategy and reducing company cost base
1. Provide a complete strategic analysis on the world wide supplier market:
" Agree requirements and planning with different stakeholders: Strategy, Programmes and Procurement, Technical, CRP Multi functional teams, Operations.
" Develop and manage an implementation plan
" Manage a process for acquiring and delivering the corresponding data collection
2. Drive collection and analysis of strategic data ensuring its reliability and validation
" Implement & exploit internal and external network(s)
" Compilation of market intelligence with inputs from key stakeholders that is established for recommendation to senior review - communicate to who & why?
3. Co-ordinate the Industrial Policy(IP) Plan managing inputs from all stakeholders in alignment with the supply chain architecture
4. Create the Industrial Policy as a result of the outputs
" Provide Industrial Policy documentation aligned to the supply chain architecture and the outputs from the IP Plan
5. Work in conjunction with the Procurement Directors to support the implementation of supply chain policy into the Business
6. Service Delivery
" Proactive approach in delivering a service to Procurement and other functions,
" Ensure continuity of senior reviews across our capability base and the timely provision of information in a consistent format
PROBLEM SOLVING CHALLENGES:
Managing the expectations of the wide and disparate set of stakeholders involved in the development of supplier market intelligence and Industrial Policy
Establishing a transnational dataset via an Integrated multi-national team environment
Ensuring the interfaces with the Multi-functional teams and other Directorates/Functions are robust and informative with regards changes to the environment within which the forming Supply Strategy has been written
" Working in conjunction with Group Heads and Procurement Directors to support the implement supply market strategies and deployment of these strategies through the Business
" Working in a transnational and multicultural environment
" Alignment of IP to the Supply Chain Architecture maintained on behalf of Senior Procurement Mangement
" Demonstrable delivery against a defined plan for the development and implementation of Supply Market Intelligence, in accordance with business priorities and with demonstrable progress in achieving the plan.
" Demonstrable delivery against a defined plan for the development and implementation of Industrial Policy, in accordance with business priorities and with demonstrable progress in achieving the plan.
" Design an effective document suite in place that is accessible and drives the content of the Industrial policy for the Senior Company Directors
" Design an effective integrated Market Intelligence Database in place and accessible with plans of validation and user defined outputs deployed
" Deployment of a process for delivery and maintenance of the Industrial Policy to be captured and put into S6 and specific National process sets as applicable
" Alignment with the Company 'Product Evolution and Technology Plan' to enable Internal Research strategies to be challenged and achieving robust decision making
" Measures in place to determine whether the Intelligence and IP is being used
" Knowledge of the external markets
" Knowledge of companies products from an equipment perspective (Engineering background)
" Commercial acumen, analytical, challenging the status quo
" Highly effective communicator: written, verbal and presentation
" Experience in managing teams directly and indirectly across an International organisation
" Good knowledge of company suppliers capabilities
" Problem solving skills - to proactively trouble shoot and resolve issues with the ability to seek alternative paths to achieve goals
ECONOMICS
" MEP Category policy contributing to the spend circa €1BN annually
" Policy impacting procurement approach for 300 Professionals and Company Strategy
" Alignment of policy to Company Business Drivers to ensure ISBP is met
