Acts as an authorized agent of the Company with the responsibility to commit Company resources through contracts and agreements in support of the EO&T Global Sourcing Strategy that seeks to collaborate and co-invest with our global supply chain, strategic partners and universities. Leads multi-faceted interdisciplinary teams to develop, structure, negotiate, execute, and manage unique, and time critical and complex acquisition of research and technology through alliances, consortiums, joint research and development, licensing, and similar collaborative partnerships and relationships that support the objectives and long-range goals of the Company. Directs comprehensive valuations and due diligence in support of the planned transactions. Prepares and delivers presentations for transaction approval through all levels of the organization.
Leads team in responding to requests for research and technology in-licensing. Develops negotiation strategies, guides the preparation of in-license transactions, guides development of alternative business strategies and licensing strategies consistent with Company strategies, leads efforts to use appropriate method to determine value or price of the intellectual property to be licensed, leads negotiations including exploring all parties needs, concerns and positions, and manages relationships with and resolves matters related to performance of in-licenses.
Establishes and maintains business relationships with international and commercial and governmental organizations. Possesses advanced knowledge of contract structure in order to draft and document unique and complex proposals and agreements in a form that meets legal/business requirements. Possesses advanced, expert understanding to build and use broad knowledge of competition and strategic partners to plan and perform relationship objectives. Apply knowledge of market, industry, financial, and strategic conditions, requirements, trends, and competitive intelligence in order to analyze alternative teaming, alliance and acquisition strategies. Integrates and synthesizes diverse elements to provide innovative and creative solutions to complex issues and problems and develops solutions to unique challenges that may serve as precedent for future decisions.
Manages all aspects of supplier relationships and performance throughout all contract phases, including terminations and close outs and ensures compliance with all relevant Company procedures and contract requirements. Interprets and enforces contract terms and conditions. Documents procurement decisions, creates contract correspondence, and administers contract changes between the Company and suppliers. Meets with suppliers and Boeing partners and discusses performance-related issues. Develops improvement plans and monitors progress. Leads regular supplier performance reviews including monitoring supplier capability, capacity and business health. Integrates and coordinates internal and external customer requirements to establish and document procurement requirements consistent with customer expectations. Develops long-range, enterprise-wide procurement solutions to best support customer requirements consistent with program and company goals and objectives and consults on project management processes. Leads or support enterprise-wide company cross-functional team efforts with suppliers and/or customers. Employs project management tools (e.g., earned value management, risk management, contingency planning and integrated schedules, etc.) as required to manage supplier performance, including technical, quality, cost and schedule. Leads project reviews with suppliers. Facilitates, integrates and documents technical and business communications between Boeing, supplier(s) and customers and oversees complex procurement source selections.
