The Integrated Battle Command System (IBCS) Systems Engineering and Integration (SE&I) Integrated Product Team (IPT) is responsible for providing engineering and analytical support in developing and maintaining the IBCS System Architecture, IBCS System Specification (SS) requirements, and the IBCS interface requirements. This position is for the development of the IBCS interface requirements and documentation of the IBCS Interface Control Documents (ICDs). The candidate will be responsible for developing the IBCS interface requirements and should have experience in interface requirements, ICD development and/or interface documentation.

This IBCS product will define what the IBCS system interfaces must do and lead to allocations of functionality and performance to Major End Items (MEI). The IBCS SE&I IPT works closely with the MEI IPT's to ensure the flow down of the system interface requirements are interpreted correctly. Candidate should have strong social and presentation skills, demonstrated strong Systems Engineering principles and experience with interfaces including Link-16 and Cooperative Engagement Capability (CEC). Candidate should be able to apply an interdisciplinary, collaborative approach to lead activities to plan, design, develop and verify complex lifecycle balanced system of systems and system solutions.

Lead others to evaluate customer/operational needs to define system performance requirements, integrate technical parameters and assure compatibility of all physical, functional and program interfaces. Leads analyses to optimize total system of systems and/or system architecture. Leads, develops, maintains and identifies improvements the planning, organization, implementation and monitoring of requirements management processes, tools, risk, issues, opportunity management and technology readiness assessment processes. Works under consultative direction.

Knowledge of SE processes for the development of integration, evaluation and assessment documentation, data collection, evaluation and analysis requirements, interface design and implementation specifications is required. Emphasis required on system behavior development for specified capabilities supporting battle management, command and control, weapon systems and sensor functionality and associated information exchange requirements tied to specified performance metrics that are traditionally demonstrated in systems level engineering.

Advanced, expert working knowledge of the methodology and processes associated with risk management, conducting trade studies including cost as an independent variable (CAIV) trades. Ability to: mentor and coach less experienced personnel to apply risk management and performance measures, identify and quantity potential risks areas within specific (depth) and across multiple engineering disciplines (breadth), understand design constraints (technical, cost & schedule), identify and trade alternatives (i.e., trade studies), select/recommend the best plan for mitigating complex risks, implement/execute plans for mitigating risk and establish appropriate performance tracking metrics to track risk burndown over time. Ability to effectively utilize risk management tools (iso-risk charts/plots, waterfall, etc) to support program/project execution.

Typical Education/Experience

Degree and typical experience in engineering classification: Bachelor's, Master's or PhD with proven experience. Bachelor, Master or Doctorate of Science degree from an accredited course of study, in engineering, computer science, mathematics, physics or chemistry. ABET is the preferred, although not required, accreditation standard.
