Perform Training development and services on an Information Technology (IT) based Network System for the U.S. Navy. Principal taskings will be to prepare, develop, and deliver the Manpower and Training planning; and planning and development of the Manpower, Personnel and Training summary which contains Navy Job Analysis (NJA), NJA Data Repository, and Performance Solutions Reporting. Selected candidate will establish learning and performance objectives, training test results, propose media analysis solutions, and propose training solutions. Candidate should be familiar instructional systems design, XML/XTML/HTML 2.0, SCORM, NAVEDTRA 130A, MIL-HDBK-1379-2 , ILE SPEC-1B, OPNAVINST 1500.76A, and DoD Handbook 29612-2. Knowledge or experience in troubleshooting and maintaining network infrastructures beneficial. This position is contingent on the Consolidated Afloat Networks and Enterprise Services (CANES) contract award, a competitive contract expected between November 2009 and January 2010. The prime work location will be at Boeing offices in San Diego, CA with periodic travel to the Boeing offices in Huntington Beach, CA.

Complete knowledge of instructional media and methods (e.g. interactive computer-based instruction, web-based instruction, instructor-led lecture, demonstration, practical application, etc.).
Instructional Systems Design
Complete knowledge of Instructional Systems Design (ISD) methodology (e.g., analysis, design, development, implementation, evaluation).
Supplier Management
Overall knowledge of supplier assessment processes including Preferred Supplier Certification. Basic knowledge of elements of the assessment to include supplier's past performance, business processes, capacity plan, statement of work evaluation, risk mitigation plan, capabilities and lean practices in order to rate supplier viability to support the Boeing companies goals and objectives.
Trng Program Development
Complete knowledge of programmatics, including integration of program/product disciplines and program maturity levels (e.g., design and development, low rate production, production).
Typical Education/Experience
Bachelor's and related work experience, a Master's degree and related work experience or an equivalent combination of education and experience.
