EUROPEAN AIRLINES Europe's controversial passenger rights rules are set to be modified, a move welcomed by carriers keen to avoid huge payouts for delays stemming from events like the 2010 Icelandic ash cloud crisis. European transport commissioner Siim Kallas says: "EU passenger rights legislation has been a huge step forward", but adds it is time to "plug loopholes, strengthen provisions and clarify issues for passengers and industry".
