The US Department of Transportation (DOT) has assessed a $130,000 fine against United Airlines for failing to inform passengers they could leave an aircraft delayed at Chicago O'Hare on 7 May, 2012.
Flight 881 was delayed while waiting to depart for Tokyo's Narita airport on 7 May. After nearly a two-hour delay, the aircraft returned to a gate for maintenance and the main cabin door was opened for about 45 minutes. The aircraft later suffered another mechanical issue and was eventually cancelled.
DOT's consumer protection rules state that passengers must be made aware of opportunities to deplane.
