Oxford Aviation Academy and a counterpart at Ulyanovsk, Russia, have formed a partnership to set up a joint training centre.

Under a memorandum of understanding, signed in London, the proposed facility will be located on the premises of Ulyanovsk civil aviation college.

It is intended to provide multi-crew pilot licence training, Part 147 training for ground handling personnel and aviation-focused English language courses.

The two sides will invest around Rb400 million ($13.5 million) in the venture on a parity basis. Oxford Aviation Academy is to contribute a Boeing 737 flight simulator while its partner will assume costs of building and maintaining a dedicated facility.

The project is entitled to local tax benefits under the regional government's scheme to encourage aviation activities.

It is scheduled to become operational in September with a view to training personnel for the airlines from Russia and the CIS.
