The board of St Petersburg-based Rossiya has appointed Vasily Meshkov as general manager ahead of its shareholder meeting.
Since last June, Meshkov has been the airline's deputy director for business strategy. His focus has been on coordinating development with parent the Aeroflot Group.
Aeroflot holds a stake of 75% minus one share in Rossiya, with the rest of the equity owned by the St Petersburg city government.
Shareholders will elect a new governing board of Rossiya at its annual general meeting on 5 April.
Meshkov succeeds Sergei Belov, who retired after three years at the airline's helm. During this time, Rossiya increased passenger traffic from 3 million in 2009 to 4.2 million in 2012.
