Ukraine International Airlines is intending to open services from Kiev to the Moldovan capital Chisinau next month.
But the carrier states that the operation will only be possible if Moldovan authorities give permission for the Ukrainian carrier to fly the schedule it has requested.
The airline plans to operate two-class Boeing 737 jets on the route, five times per week, beginning on 1 June.
Ukraine International says the authorities must resolve the issue of harmonising the proposed flights with those of the carrier designated to operate the route from the Moldovan side.
The new route, says the airline, will assist its strategic objectives of developing transit traffic through Kiev Borispol airport.
Air Moldova operates Chisinau-Kiev using Embraer EMB-120 turboprops.
