SEPTEMBER 21, 1916 things for the national welfare. As an ideal it is of course, ideal. It is right and patriotic that Government should have first call upon anything of use from the service point of view ; but it appears to me that organisation necessary to the bringing of the idea into measurable distance of being smoothly workable is of such colossal proportions as to be seemingly impossible. Who is to decide whether a thing is calculated to be directly or indirectly of use to the enemy ? Those in authority, of course. This, governed by the clause making it an offence not to disclose all plans, sketches, photographs, &c, &c, means that the Department (a new one, I presume) will be simply inundated with inventors arriving in thousands to exhibit their brain-waves, good, bad and indifferent. THE Admiralty [/IQGHT There must be hundreds o! thousands of men in this country at the moment who have plans, drawings designs, photographs, &c., in thru possession, sura cunt, if they lav them before the board, to keep the members ol tint judicial department going foi tin rest of their lives. For how is one to decide what i*-. ami what is not, calculated by the official rmnd to be directly or indirect 1\ of us< to the enetm It is comparatively eas> t>. make laws, but often times vast machinery has got to be evolved in ordei that those laws shall Ix- enforced. It is an offenci for a man to break into anothei man's house and remove his goods and (battels Yet it takes who!, armies of policemen, judges, magistrates and what not, with vast organisations throughout the entile world, to enforce observance.
