OCTOBER II, 1917, the naval policy also—but we have no aerial policy. The Air Board since it came into existence has done, and is doing, wonders in increasing production. Its efforts could not be bettered. But that does not mean a national policy." Exactly—that is the crux of the whole matter. It does not avail to speed up production and to hold ample reserves of machines and engines in hand unless there is a policy behind the productive organisation, making for their proper employment. That is what we have never had, but in the light of new developments we are justified in the hope and belief that this is an error of the past. HONOURS. Honours for the R.F.C.
