704 FLIGHT. JUNE 25, 1936. THE OYAL SERVICE NOTES AND NEWS CHANGES IN THE HIGHER COMMANDS The Air Ministry announces the following appointments. These are consequent upon the reorganisation of the Home Commands announced yesterday. Air Marshal Sir John M. Steel, K.C.B., K.B.E., C.M.G., now Air Officer Commanding-in-Chief, Air Defence of Great Britain, to be Air Officer Commanding in-Chief, Bomber Com mand, with effect from July 14, 1036. Air Marshal Sir Hugh C. T. Dowding, K.C.B., C.M.G., to be Air Officer Commanding-in-Chief, Fighter Command, with effect from July 14, 1936. Air Commodore John Tremayne Babington, C.B.E., D.S.O., now Air Officer Commanding, Royal Air Force, Halton, to be Air Officer Commanding, No. 24 (Training) Group with effect from July 10, 1936. Air Commodore S. J. Goble, C.B.E., D.S.O., D.S.C., Royal Australian Air Force, now Deputy Director of Operations at the Air Ministry, to be Air Officer Commanding, No. 2 (Bomber) Group in August, 1936. Air Marshal Sir John Steel was employed on naval duties during the early years of the Great War, being promoted to Captain, Koyal Navy, in 1916. From February, 1917, until the end of the war he commanded the air station at Eastchurch. For his war services he received the C.M.G. and the C.B.E , and was also mentioned in despatches. After the war he became Director of Operations and Intelligence at the Air Ministry, being appointed, in addition, to be Deputy Chief of the Air Staff in 1922. In the same year he was awarded the C.B. and in the following year was made an additional member of the Air Council. He was promoted Air Vice-Marshal in January, 1925, and assumed command of Wessex Bombing Area, Air Defence of Great Britain, in April, 1926. He was appointed a Knight Commander of the Order of the British Empire in the Birthday Honours List, 1926. In February, 1931, he was appointed to com mand the Royal Air Force in India and was promoted to Air Mar shal the following year. In the New Year Honours List, 1935, he received the K.C.B. On his return to England in 1935 he was appointed Air Officer Conmianding-in-Chief, Air Defence of Great Britain Command. Air Marshal Sir Hugh Dowding entered the Army as Second Lieutenant in 1900 and served with the Royal Artillery until 1914, when he was attached for duty with the Royal Flying Corps. In that year he graduated at the Military Staff College, Camberley. During the Great War he served in France, was mentioned in despatches, and received the C.B. and C.M.G. in recognition of his distinguished services. After the Great War, Air Marshal Dowding was transferred to the Royal Air Force with a permanent commis sion in the rank of Group Captain and commanded No. r6 Group. After his promotion to the rank of Air Commodore in 1922, he served as Chief Staff Officer at the headquarters of the Inland Area and the Iraq Commands, and in 1926 was appointed Director of Training at the Air Ministry. In 1929 he was promoted to Air Vioe-Marshal and appointed as temporary Air Officer Commanding in Transjordan and Palestine, and later in that year as Air Officer Commanding, Fighting Area. From September, 1930, to March of this year he has held the appointment of Air Member for Research and Development (formerly Supply and Research) on the Air Coun cil. In January, 1933, he was promoted to Air Marshal, and in the same year he received the K.C.B. Air Comdre. ]. T. Babington was attached as a Sub-Lieutenant from the Royal Navy to the Naval Wing of the Royal Flying Corps in March, 1913. During the Great War he served in France with the Royal Naval Air Service, and, for distinguished service in con nection with the attack on Zeppelin sheds at Friedrichshafen on November 21, 1914, he was awarded the D.S.O.; in addition he was mentioned in despatches and had two French decorations bestowed upon him. In August, 1919, he was granted a permanent commis sion in the Royal Air Force as Squadron Leader, and in 1927 was appointed to command the Royal Air Force Base, Gosport. On November IT, 1929, he was appointed Air Representative to the League of Nations, was promoted to the rank of Group Captain in 1930, and to his present rank in January, 1934. In December, 1934, he was appointed Air Officer Commanding, Royal Air Force, Halton. Air Comdre. S. J. Goble, C.B.E., D.S.O., D.S.C., who was born in Australia, entered the Royal Naval Air Service as Probationary Flight Sub-Lieutenant in 1915, and, on completion of flying train ing, served in France with distinction, receiving the D.S.C. and the French Croix de Guerre in 1916, the D.S.O. in 1917, and the O.B.E. IR FORCE AIR MINISTRY ANNOUNCEMENTS in 1919. He resigned his commission in the Royal Air Force in 1921 on appointment to the Royal Australian Air Force. He re ceived the C.B.E. in 1924. He was Air Member for Personnel, Royal Australian Air Force, from 1921 to 1935, with the exception of periods spent in this country attending courses at the Imperial Defence College and the Royal Air Force Staff College. In January of this year he was appointed Deputy Director of Operations at the Air Ministry. This appointment was made under a scheme for Dominion Co-operation drawn up in 1924 which provides, inter alia, for the interchange of officers of similar rank between the Royal Air Force and Dominion forces. Westring, of the Swedish Air Force, has been attached to No. 101 (B) Squadron, Bicester, from June 7 to 13, and is attached to No. 57 (B) Squadron, Upper Heyford, from June 15 to 30. Dur ing July Lt. Westring will be attached to No. 48 (G.R.) Squadron and the School of Air Navigation.
