Debden is the A New Command'iri'Chief T HE Air Ministry announces the following appointments: — Air Marshal Sir William Gore Sutherland Mitchell, K.C.B., C.B.E., D.S.O., M.C., A.F,C, to be Air Officer Commanding-in- Chief, Royal Air Force, Middle East, with effect from April 1, 19^9. Air Vice-Marshal Charles Frederick Algernon Portal, C.B., D.S.6., M.C., to be Air Member for Personnel on the Air Council with effect from February 1, 1939, vice Air Marshal Sir William Gore Suther land Mitchell, K.C.B., C.B.E., D.S.O., M.C., A.F.C. Air Comdre. David Grahame Donald, D.F.C., A.F.C., to be Director of Organisation, Air Ministry, with effect "from February I, 1939, vice Air Vice-Marshal Charles Frederick Algernon Portal, C.B., D.S.O., M.C. The appointment of Air Officer Commanding-in-Chief, Royal Air Force, Middle East, marks an extension of the policy inaugurated in 1937 when the status of the senior commanders at home was raised to that of Comma'nders-in-Chief. It is felt that the increases in recent years in the strength of the Air Force in the Middle East Command and the wide scope of the Commander's responsibilities, which include East Africa and the Sudan as well as Egypt, Palestine and Transjordan, call for this improvement in status. Certain consequential developments in the organisation of the Command are to be expected in due course. Hollinghufst, O.B.E., D.F.C., is granted the act ing rank of Group Captain (unpaid) (January 1); Sqn. Ldr. H. V. Pendavis, D.S.O., is placed on the retired list on account of ill- health (January 1). Fit. Lt. G. R. Canavan is placed on the half-pay list, Scale B (December 5, 1938). Medical Branch Fit. Lt. E. B. Harvey, M.R.C.S., L.R.C.P., is transferred to the Reserve, class D (January 1). Fit. Lt. E. A. Aslett, M.R.C.S., L.R.C.P., relinquishes his com mission on completion of service and is permitted to retain his rank (December 1, 1938). Royal Air Force Reserve RESERVE OF AIR FORCE OFFICERS General Duties Branch Sqn. Ldr. D. S. Earp, D.F.C. (R.A.F. Ret.), is granted a com mission in class CC as Flight Lieutenant (Honorary Squadron Leader) (September 25, 1938). The following are granted commissions in class CC in the rank" of Flight Lieutenant on the dates stated: Maj. D. Hodson (Sp. U.L., LA.) (July 14, r938); E. J. Dease (September 26, 1938); Lt.- Col. H. W. Hickey, D.S.O. (LA. Ret.) (October 12, 1938); Fit. Lt W. G. Kentfield (R.A.F. Ret.), (October 31, 1938): Maj. R. W. Ellis (R.A.R.O.) (November 8, 1938). F/O. H. G. Henley, R.A.F.O., is granted a commission in class CC as Flying Officer with the acting rank of Flight Lieutenant (October 3, 1938): Capt. R. H. Spencer is granted a commission as Flving Officer (Honorary Flight Lieutenant) in class CC (October 3, 1938).. F/O. G. G. Dixon, R.A.F.O., is granted a commission in class CC as Flying Officer with the acting rank of Flight Lieutenant (September 19, 193S); F/O. C. W.
