760 FLIGHT International, 10 May 1962 U S I N ESS To mark the delivery (to Britain) of the hundredth Morane-Saulnier Rallye, a rally of Rallyes took place at Toussus-le-Noble on April 10, where this photograph was taken Plymouth Air Rally Plymouth Aero Club are organizing a three- day rally during June 15-17 at Roborough. The aerodrome will be open from 8.30 a.m. on Friday, June 15, and flying competitions will be held during the afternoon. Company demonstration flights of various types of light aircraft will take place on the morning of Saturday, June 16, with the 1962 Plymouth Air Day display, complete with static exhibition, planned for the afternoon. Alterna tive programmes for the morning of Sunday, June 17, comprise a formation flight to Perranporth and a visit to No 1 Air Sea Rescue School at RAF Mount Batten. That afternoon, the final heats of the National Parachuting Championships will be held. Social events during the rally include a banquet on June 15, a ball on June 16 and a cocktail party and film show on June 17. Simplified Airworthiness Requirements for Club Aircraft have now been introduced by the Ministry of Aviation, after a delay caused by the printing and production of new maintenance schedules by the Air Registration Board. Following the revision of the Air Navigation Order in 1960, club flying was included in the definition of "public transport" for that part of the order concerned with airworthiness and equipment. The principal effect of this was that club aircraft were placed in the Transport (Passenger) Category for Originally built by North American Aviation almost 18 years ago, this P'5ID Mustang (below) returned home to Los Angeles recently as an NAA executive aircraft flown by R. A. Hoover, the company's manager of customer relations. The machine is a special version of Trans-Florida Aviation's Cavalier 2000 "re-manufactured" Mustang, the standard version of which is pictured above certificates of airworthiness, and had to be maintained in accordance with a full public-transport maintenance schedule. The fact that this was a considerable burden on the running costs of the clubs apparently had escaped the Ministry, but was soon pointed out by club representatives. The Ministry and the ARB agreed that the late chairman of the Association of British Aero Clubs, Mr G. H. M. Miles, should draw up a less exacting form of maintenance schedule which would be applied to those aircraft engaged solely in normal club flying, for submission to the ARB. The death of Mr Miles interrupted the production of this schedule, the draft of which was eventually completed by the Board in collaboration with the new ABAC chairman, Mr R. R. Paine. The following changes were notified to clubs last December:— (1) The C of A would be in the Transport (Passenger) Category and would be valid for two years instead of one year as previously. The requirement for full performance data to be included in the flight manual would be waived. (2) Aircraft would be maintained in accordance with a simplified maintenance schedule which would cover a wide range of aircraft types, with supplements for "any type which had particular charac teristics warranting special treatment." (3) The C of A would include a condition that the aircraft must not be flown by, nor carry as a passenger, any person other than a club member. According to the Ministry, the introduction of the scheme was delayed pending the printing and production of the maintenance schedule by the Air Registration Board. This has now been com pleted and the schedule is now available. It is expected to reduce considerably the paperwork associated with club aircraft.
