FLIGHT International, 30 May 1963 111 WORLD AIR SAFETY... Next, total air transport mileage (actually km), scheduled and non-scheduled, was similarly assessed. The 1962 increase in non- scheduled km, not yet published, was estimated as 10 per cent, compared with the 15 per cent increase that actually occurred in the case of scheduled mileage flown. We then have two measures of total air transport activity, production and mileage, against which to assess two measures of air transport safety: number of fatal accidents and number of passenger and crew fatalities. We can now work out for each country: (1) number of fatal accidents per mile; (2) number of fatalities per mile; (3) number of fatal accidents per unit of total transport production; (4) number of fatalities per unit of total transport production. It is suggested that these four criteria compensate for many of the deficiencies in the commonly accepted safety index of passen ger fatalities per 100m scheduled passenger-miles. One other criterion—undoubtedly the most valid of all—is number of fatal accidents per flight. After all, what people want to know when they embark on a journey, whether it is by car, train, boat, bus, aircraft or bike, are their chances of getting to their destinations in one piece.
