10 FLIGHT International, 4 July 196i On Wednesday, June 5, Nigeria Airways opened the company's first traffic training school at Lagos Airport, Ikeja. Here is the first group of trainees with Mr C. R. Kaye of BO AC, senior instructor AIR COMMERCE BWIA's New General Manager Following the resignation of Mr John Rahr, Capt P. W. M. Kelshall has been appointed general manager of BWIA. He has been assistant general manager, tech nical, since 1956. Luton Gets The Land After threatening compulsory purchase, Luton Corporation is being offered 88 acres of land adjacent to its airport that will permit extension of the runway to 7,000ft. The extension may be ready in 1964. BUAF To Have 25 Carvairs Vastly increased demand on long- range services has resulted in British United Air Ferries bringing forward by six months the delivery of the next Carvair to add to their present fleet of three. They expect ultimately to have a fleet of 25 aircraft. Air Transport Evening Classes During the 1963-4 academic year, the City of London College, Moorgate, London EC2, is holding a series of lectures on air transport law, economics and operations, leading to the Institute of Transport Examinations. Enrolment will take place on September 17-18. Fifth DC-9 Sub-contractor The Aerospace Electrical Division of Westinghouse Electrical Corporation will design and build the electric power generating system for the DC-9 on a cost-sharing basis. This is the fifth agreement to be announced between Douglas and a major subcontractor for the DC-9, and brings the total value of such contracts to over $105m. Equipment to be supplied by Westinghouse for each aircraft consists of two 40kVA brushless generators and associated voltage regulators, generator control units, circuit breakers and current transformers. The first com plete system is scheduled for delivery to the DC-9 line in May 1964. BUA Appeal Rejected As this issue went to press it was learnt that Sir Arthur Hutchinson has recommended the rejection of British United's appeal against the ATLB decision to grant Air Ferry inclusive tour traffic rights from Manston to Ostend and Le Touquet. In his report on the hearing, held on April 4, Sir Arthur said that it was for the appellants to show that the original Board decision was wrong and not for Air Ferry to show that it was right. In their appeal, apart from briefly mentioning wasteful duplication, British United's main argument was whether there was any need or demand for the services authorized by the licences. In making his decision, Sir Arthur said the material before the Board was sufficient to show the need for the service which, by taking the shortest route, would provide passengers with the cheapest way across the Channel. 1963 HALF YEAR ACCIDENT RECORD SIX months is obviously too short a period for anything but the most superficial assessment of air safety trends to be made. A ten-year period, as examined in this journal's "World Air Safety" survey of May 30, is more valid; and best of all, perhaps, would be a "moving quinquennial" study of trends. Nevertheless, a quick spot-check every six months is not without its value. The half-year 1963 record, taking into account all fatal accidents to transport-category aircraft on scheduled or non-scheduled revenue flights, is shown in the following table. There have been only two fatal jet accidents this year, one of them non-public- transport—happily a far cry from last year's much-quoted insurers' estimate of one jet loss, on average, every month.
