USA sets TCAS deadline The US Department of Trans port (DoT) has ordered US airlines to fit collision avoid ance systems to all aircraft with more than 30 seats within three years. The rule will also apply to foreign carriers flying in US air space, and eventually to turbine- powered commuter aircraft. DoT Secretary Jim Burnley hails the move as "one of the most significant safety initiatives in recent years". The traffic alert and collision avoid ance system (TCAS II) inter rogates other aircraft fitted with the same system or with Mode C or Mode S transponders, tell ing the pilot to fly up or down to avoid a collision. The more sophisticated TCAS III, which provides lateral direction as well, is still under development. The ruling has been gener ally welcomed by the air trans port industry, although an Air Transport Association spokes man expresses doubts that the December 1991 deadline could be met. "It is the most complex safety technology programme ever," he tells Flight. "We need sufficient time to evaluate it." Three US manufacturers, Bendix/King, Honeywell, and Collins will compete to supply TCAS. To date, Bendix/King is the only company with firm orders, having sold almost 1,000 systems to Piedmont, South west, and American. None of the three has yet certificated a production version of TCAS. The cost of each TCAS installation is around $125,000. The FAA estimates that the rule will affect 3,364 existing commercial aircraft, plus a further 3,100 new aircraft by the end of the century, putting total installation cost at almost a billion dollars. V-22 powers up The Bell-Boeing V-22 Osprey tilt-rotor aircraft made its first ground run on December 28 at Bell's Flight Test Centre at Arlington, Texas. This first run was to check the auxiliary power unit, and only one of the engines was used, driving both proprolors through the V-22's unique cross-coupled trans mission. The ground rig was scheduled to start SOhr of engine runs last week. Once the SOhr milestone is reached, and the V-22 has completed a series of functional tests, the first flight will follow.
