Efficient integration of European air traffic management will require more than political will. The tech nological breakthroughs needed to ensure harmonisation are on the horizon, however, as Harry Hop kins discovered when he visited a revitalised Eurocontrol. Aircraft positions are part of Eurocontrol ATC simulations EUROCONTROL Computers produce video maps for ATC simulations at Bretigny T he Eurocontrol experimental centre at Bretigny, operational since 1965, is expanding its services to demon strate and test air traffic control (ATC) technology for the organisation's member states. The centre, to the south of Paris, is to won on the systems aspects of European ATC, with an emphasis on the integration and optimisation of the region's interfaces be tween nations. The first thrust, towards the harmonisa tion of equipment and procedures, is in flow control. Bretigny is not involved directly in existing short-term plans, but efficiency in the immediate future will depend on more than merely organising the region's existing inconsistencies. The 1988 decisions of European transport ministers, under the aegis of the European Civil Aviation Conference, urged the defini tion and implementation of a central ATC management unit in Europe. It also decided that Eurocontrol's research activities should be developed. Initiatives are required in: controller train ing to compatible standards; harmonisation of plans, procedures, equipment and tech niques; and, most importantly, ensuring functional and technical specifications are compatible. Plow strategy will require more support to be given to hardware harmonisation, rather than enforcing commonality.
