structural improvements. The choice of location is a recognition of the sales poten tial of the region. Bell's Latin America regional manager, Frank King, attributes his company's suc cess in the region, partly to the sheer reliability of its machines, but mainly to the dealer network and service back-up in which the company has invested. It has eight technical representatives in the area and tries to track each aircraft individually for servicing purposes after initial sale. US RESTRICTIONS Apart from in Chile, Bell has managed largely to avoid US restrictions because of the nature of its product. King says: "You find that a majority of the military have the commercial ships there because their mis sions are larger and more encompassing than in the USA." He says that over Latin America as a whole, including Central America, Bell's sales are split roughly 30:30:40 into respectively military, petro leum-linked and executive/utility use. In creased oil exploration, he believes, could boost future sales in South American coun tries such as Venezuela, Colombia and even Peru and Bolivia. King is also respectful of the Canadian Government's assistance since Bell moved its commercial line to Montreal. He says: "The Export Development Corporation has been very helpful to us in trying to arrange financing in Latin America. That has helped us keep the competitive edge." The continent's most advanced aircraft manufacturing enterprise is Brazil's Em- braer. Like FMA, it is to be privatised. Embraer has activities with Piper, as well as co-operation with Alenia and Aermacchi on the AMX light-attack jet, and with Shorts on the Tucano trainer. The Tucano is still selling and, if it too is offered for JPATS, will require a US partner. These are difficult times for Embraer, however. Although its Bell 412 assembly is due to begin in Argentina in 1992 if Chincul gains Government approval earlier Bandeirante and Brasilia designs have established its small-airliner credentials, the future of its planned EMB-145 regional jet is uncertain as rivals Canadair, British Aerospace and Saab proceed with compet ing programmes. Textron Aerostructures has discussed building the EMB 145 wing, but is far from a final deal. Brazil is the home of the major French joint venture in South America — the Helibras helicopter company, owned by Aerospatiale together with the national and Minas Gerais state governments. The plant assembles the SA.315B Lama, AS.350/355 Ecureuil and AS.565 Panther, and helps further Eurocopter's strong relationship with the Brazilian military. Once again, Piper has a manufacturing operation in Brazil through Embraer's spe cially created Neiva subsidiary. The US company was also behind the creation of Chile's aerospace enterprise, Enaer, first launched to build PA-28 Dakotas for the Chilean air force.
