COMMENT A NEW-YEAR DREAM F ollowing an unexpected climatic in version over the Northern Hemi sphere in late December, there is an outbreak of commonsense in the world of aerospace in 1994. Among the most important results are the following:- •Airlines realise that profitability and yield are worth more than market share, and agree that none will set fares below cost. •The US Department of Defense confirms a proper production order for the most important military transport of this decade, the Bell-Boeing V-22 Osprey. *Europe and the USA conclude an air- services agreement which supersedes all existing bilaterals, and centralises control of all European slot allo cations on a fair basis. •The UK actually or ders an attack heli copter and stales a firm policy on replacing the maritime-patrol Nim- rod aircraft. •BAA and the UK Civil Aviation Author ity agree that London Heathrow needs not only a fifth terminal, but a dedicated com muter runway as well. •The European Commission's new rules for airline subsidies state categorically that, henceforth, no government will pay any subsidies to any airline unless it is specifi cally to support a sole operator on a route which can sustain only turboprop aircraft of less than 50 seats. •The state-owned European airlines agree to merge into no more than six international carriers. In response, the USA agrees to withdraw Chapter 11 protection for un sound airlines. •NASA and the European Space Agency abandon all their plans for a future Freedom Space Station and instead agree to update the existing Russian Mir station. •The US Government scraps foreign owner ship restrictions on US airlines, subject only to the provision that, for every 10% stake that it takes in a US carrier, a foreign firm must guarantee to remove 2.5% of that carrier's existing domestic and transatlantic capacity. •The world's commuter-aircraft manufac turers coalesce into just two rival groups each making only one family of turboprops. •Lockheed, Saab and Eurofighter agree a Airlines realise that profitability and yield are worth more than market share, and agree that none will set fares helow cost." common standard for digital fly-by-wire software control laws, and successfully test- fly the F-22, Gripen and Eurofighter 2000 using that software. •The European Union decides to back up its multi-national rapid reaction force by purchasing fleets of EH. 101 transport heli copters and re-engined Lockheed C-5C heavy transports. •The Japanese Government puts compul sory purchase orders on enough land to build a proper international airport and imposes landing fees 20% of those charged at Tokyo Narita. •The organisers of the major European trade airshows get to gether and agree that there will be just one such show, held every two years. •A US, CIS and Euro pean consortium agrees to build a new- generation supersonic transport (SST). Ten major customers show faith in the project by taking risk-sharing stakes of 5% each. •The major manufacturers not involved in the international SST project agree to form another consortium to build a 600-seat subsonic airliner, on which there will be only two engine options. •European governments agree to merge all their national aerospace-research efforts into one properly funded, independent NASA- style body. •The USA and Europe strike a deal over the aircraft sections of the GATT trade agree ment: no more than 20% of a project may be government funded, direcdy or indirectly. •ICAO becomes an equal partner with the CIS and US military in a merged GPS/ GLONASS satellite-based navigation system, and the Europeans join the international effort to perfect an autonomous differential GPS-based Category Illb landing system. •The US Government puts a legal cap on product-liability payments, pending the dis mantling of the system altogether. In return, the certification rules for kit-built aircraft are tightened, and the simple recreational- pilot licence is withdrawn. Ah well, it was a nice dream, wasn't it?
