A ceasefire was signed in 1994 but there has been no full resolution. The operational readiness of its combat forces, particularly the fixed wing types, is likely to be low, although I Iinds and armed Mi-8s were in evidence during its dispute with Azerbaijan. Armenia is in the ClSJoint Air Defence programme which is moribund through lack of funds. ITie RAAF signed a contract with BAe for J3 I lawk UK) lead-in fighters in mid 1997. The first aircraft will be delivered in 2(XM) from the L'K, where the first mLSJ Alii •? 1J 1 law ks will be built. The rest of the contract will be fulfilled with aircraft assembled from kits at RAAF Williamtown. Project VVedgetail is a competition for up to six AEVV& (', aircraft. In late 1997 three consortia, led by Boeing, Lockheed Martin and Raytheon, were awarded initial design contracts. A selection is expected in late 1998 or early 1999 with an in- service date of 2003. Boeing's bid is based on its Next Generation 737 with a Northrop Grumman multirole elec tronically scanned array radar. Lockheed Martin is offering a C-130J with the same company's APS-145 radar, which is used on the F.-2 I lawkeyc. Raytheon would fit Airbus A310s with the Phalcon radar from Israeli Aircraft Industries' I'.lta division. The RAAF has ordered 12C-130J-30stretched I lercules to replace one-for-one it> C-l 30F.s, which have been in ser vice since the mid-1960s. 11 a Iso has 2 5 options for the a i t era ft: 12 would replace its (1-1301 Is, six would be delivered as K( '.- 130J tankers if the type is chosen to bolster me air-to-air refu elling fleet, while the remaining seven would be ALU &C aircraft if the Lockheed Martin solution wins the Project \ \ edgetail competition. As well as replacing its larger transports, the RAAF also needs to retire its Caribous. Contenders include the Alenia/Lockhced Martin C-27J, an update of the G22 2 using C-130J technology, and CAS Ys C\2<>^ stretch of the C.X2 3 5. Indonesia's IP'IN dropped out of the race as it could not raise the money to complete development of the CN23 5 - 330 Phoenix. A decision is expected in mid-1999 with first deliveries the following year. Alter extending the life of its F-l 1 Is by updating their avionics in the early 1990s, the RAAF is looking at increasing the service life of its F/A-18 S. In August 1998 it was announced that AS 1.2 billion would be spent on upgrading sensors and avionics. A first phase includes replacing the AFC,'-65 radar with the Al'C-73, introducing GPS naviga tion and improving the mission computer. Work will begin in mid-2000 and last around 12 months. Phase two will cover die radar warning receiver, a countermeasures dispenser and introduce a helmet-mounted cueing system compatible with the \S R AAM short-range air-to-air missile. ASRAAM is one of three new major weapons for the RAAF, replacing AIM-9 Sidewinders; first deliveries ate set for the latter part of 1998. Second is AMR. \AM. the medium- range air-to-air missile, and the third is a modified version of the Rafael/Lockheed Martin AGM-142 Popeyc stand-off weapon, the standard version of which has been in RAAF ser vice-since 1996.TheP-3 licit is being modified to AP-3C Sea Sentinel status under a Raytheon-led programme which includes F.lta 2022 radar, Canadian UVS-503 acoustic processor. The first aircraft is due tor delivery in the fourth quar ter of 1998 with all work to be completed by 2003. The R -\-\F issued a request for tenders in March 1998 for the supply of nine aircraft to replace its VIP/communications fleet. The bulk of the requirement is to replace the Falcon 900s which are on lease until October 1999.1 .onger range, larger aircraft, such as the 737 and A319-based business jets, are also needed. Re-election of Prime Ministerjohn Howard in October 1998 should leave budgets for these projects, as well as the army's and navy's, secure.
