It previously operated MiG-29s, Su-25s, Tu-22Ms and Su-17s, which appear to have been transferred to the air force. Possibly only two or three ships are avia tion capable. Type Active Stored Order/Req TRANSPORT/TANKER An-12 An-26 1 iHMHBMBHM 1 COMBAT HELICOPTER Ka-27/Ka-29 Ka-25 MM4PL Mi-8 12/4 18 5 8 UKRAINIAN GROUND FORCES The Ukrainian ground forces possess one of Europe's largest helicopter fleets but it is plagued by under fund ing. Many air crew have operational experience from their service in the Soviet armed forces in Afghanistan in the 1980s. Operational activity Helicopter units with Mi-8s and Mi-24s have been deployed to support UN peacekeeping missions in Liberia, Burundi and the Democratic Republic of Congo. Procurement No new procurement is planned beyond minor upgrades to the Mi-24 fleet. An overhaul programme is scheduled for 188 helicopters from 2003-5. Fleet review Ukraine's army aviation assets include large numbers of Mi-8 and Mi-24 assault helicopters. Many are unused and in storage, as are some of its other three helicopter types. Some reports suggest the entire fleet of Mi-2s is non-operational, with only some 50 Mi-24s and 70 Mi-8s in working condition. Type Active Stored Order/Req COMBAT HELICOPTER Mi-24P/V/K/Rch 7/27/3/1 70 Mi-8 __^_^__ 70 44 Mi-6 4 58 Mi-26 25 Mi-2 5 166 UNITED ARAB EMIRATES UNITED ARAB EMIRATES AIR FORCE AND AIR DEFENCE The air force is funded by the seven emirates - Abu Dhabi, Ajman, Dubai, Fujairah, Ras al-Khaimah, Sharjah and Umm al-Qaiwain - which form the UAE. Combat aircraft, trainers and transports are controlled jointly. Three of the states only have aircraft operated by royal flights. Operational activity None reported outside the region. Procurement The F-16 Block 60 was selected in May 1998, beating off competition from the Eurofighter and Rafale. Subsequent progress was slow, not least because of issues relating to the release of software associated with the EW suite and other issues. A contract was finally signed in March 2000 and the first aircraft flew in December 2003. The 80 aircraft will be delivered between 2004 and 2007, and will be equipped with APG-80 active array radar, an internal IR sensor and EW system as well as a 32,000lb-thrust General Electric engine. The aircraft will be armed with AMRAAM and the UAE's MBDA-developed PGM family. The fighters will be handed over in capability blocks. Lot 1, the first deliveries, will essentially be F-16 Block 50 standard with EW, advanced cockpit and the radar. Lot 2 will follow in 2006 with additional weapons and EW modes, and a radar terrain-following mode. Lot 3 from 2007 will include BAE Systems' TERPROM terrain avoidance and navigation system, and an HMD. UAE pilots began F-16 training in Turkey in February 2002. Dassault did not lose out entirely, as the UAE also ordered 30 Mirage 2000-9s and committed to upgrade its 33 Mirage 2000s. Upgraded aircraft are being hand ed over between August 2002 and February 2006. The UAE is interested in buying five ex-USN E-2Cs upgrad ed to the Hawkeye 2000 standard, but a deal has yet to be finalized. A further purchase of BAE Hawks for light attack duties looked sunk by a German offer of used Alpha Jets, but the UAE appears to have reconsidered its commitment to the used aircraft. The UAE wishes to upgrade its Apaches to AH-64D standard and order extra machines to increase the size of its squadrons. A deal should have been concluded in late 2003 after EW, communications and other equip ment have been selected but no deal was concluded. Another 10 Pumas are to be ordered from Eurocopter Romania, and in-service machines will be upgraded with the Makila engine and a glass cockpit. The heli copters have already received a South African self- defence system. The UAE's long-standing MPA require ment was settled in March 2001 when the C-295 equipped with the EADS Casa FITS maritime mission system was selected. The air force is a partner with EADS in the Mako advanced trainer/light strike aircraft, although it has not yet committed to an order, and a memorandum that would launch a second programme phase and the pro duction of prototypes has not been signed. A single An-124 transport was delivered in February 2004. BAE is proposing a joint venture with GAMCO to support Hawk aircraft in service. Fleet review The privatisation of helicopter training is underway, with some Abu Dhabi Bell 206Bs already sold to the service provider and proposals for the emirate's AS350Bs to also be sold. The Mirage III and V fleets were retired in 2003 and they are up for sale.
