UK aviation consultancy the International Bureau of Aviation (IBA) has appointed Phil Seymour, formerly vice-president, technical at Exxtor, as director of technical services. He has also worked at British Airways, Dan-Air, Air Europe, Ambassador and Saudi Arabian Airlines.
