Phillipines talks

The Philippines has cancelled talks with Singapore on a proposed new open-skies bilateral air-services agreement, following protests by its flag carrier. Philippine Airlines claims that civil aeronautics board member Victor Limlingan is unsuitable to chair the talks because of "serious legal questions" over his previous dealings with Singapore.
