Russia's Ministry of Economics has provided a list of prerequisites for bidders wishing to receive government support. These include:
the leasing companies should work with aircraft builders, preferably those with large debts to the government, and should provide clear indications as to how these debts will be cleared; companies seeking a low level of state interest subsidies will be favoured in the selection process; the taxation benefits for the state should be provided by the bidders; companies should have a strong balance sheet, and although not specified, industry sources indicate that a minimum capital base of $100 million will be required to qualify.Source: Flight International
