A Canadian passenger who cancels a flight may be entitled to a refund of taxes and surcharges even on a non-refundable ticket, according to Canada's transport agency. It reached this conclusion on a complaint against Montreal-based Jetsgo, which, after a passenger cancelled his flight, refused a refund on any part of his non-refundable ticket. The ticket price included an airport improvement fee, security charge, NavCanada charge, fuel surcharge and sales tax - totalling 75% of the ticket price. The agency ruled that all these items are refundable, but the decision relied in part on Jetsgo's tariff rules, which distinguish between fares and other charges.
