Acting Transportation Security Administration head James Loy told airport executives that not all airports will meet the government's mandate for 100% hold baggage screening by the 31 December deadline. An interim solution will be used at 5-6% of airports where the deadline cannot be met, he said. Although unnamed, these airports are thought to be some of the largest in the country where the task of bringing in 100% screening is the most difficult.
