Italy is planning measures to restrict general and business aviation following last month's crash of a Rockwell Commander 112JC into the Milan Pirelli tower. The government is considering increasing pilots' medical checks; more rigorous pilot licence examinations; and a requirement for two pilots on each aircraft. Italy may also push for early adoption of flight data recorders and transponders on all aircraft. The new rules would only apply to Italian pilots. The pilot killed in Milan was Swiss.
