Japanese bargain

Japan's major carriers are to offer Apex fares in the domestic market for the first time. The fares are 25 to 36 per cent lower than regular fares. The move comes after the Ministry of Transport lifted restrictions on discount levels airlines could offer without prior MOT approval.
