Kobe takeoff

Japan's Ministry of Transport has approved construction of an offshore airport near Kobe, only 60 km north of Osaka/Kansai. The airport, which one Japanese airline official dubs a 'dubious project', will cost US$2.5 billion and will open in 2004.
