KESSEL AIRPORT The project , under construction 145km (90 miles) north of Frankfurt, received a boost this week with the news that Chinese carrier Hainan Airlines is considering establishing a European hub there. The finance ministry of the federal state of Hessen, the largest shareholder in the airport, confirmed that it is in negotiations with the Chinese airline, but says that the talks are at "an early stage" and that it is also talking to other parties.
