The US Department of Defense will submit its Quadrennial Defense Review (QDR) to the US Congress next week along with its budget request for fiscal year 2007 and a new five-year spending plan.

The document is geared towards mobilising the DoD’s bureaucracy to begin a steady shift in investments. The goal is to improve the military’s ability to engage in irregular warfare and respond to catastrophic attacks, while preserving a core force structure capable of fighting two major wars simultaneously.

Special operations is reportedly in line for a 15% increase in combat strength, which includes the creation of the US Marine Corps Special Operations Command.

The QDR reportedly seeks a long-range penetrating bomber fleet for service-entry in 2018.
