Raytheon has complained about the evaluation guidelines for the US Federal Aviation Administration's $1 billion En Route Automation Modernisation (ERAM) programme, for which it is competing against Lockheed Martin. The protest concerns the emphasis on contractor past performance in the FAA's screening information request. The FAA plans to award two risk-reduction contracts and select the winner early next year. Raytheon, which forced the competition by successfully blocking the FAA's plan to award the ERAM contract sole-source to Lockheed Martin, has protested because it believes "the playing field isn't level".
